Peter Pissierssens is the Head of the IOC Project Office for IODE, Oostende, Belgium and IOC Capacity Development coordinator. He has a background in marine biology and development cooperation. He joined UNESCO’s Intergovernmental Oceanographic Commission (IOC) in 1989, dealing with marine data and information management, data management (IODE), bathymetry and tsunami warning and mitigation (Pacific region). The Oostende Office is the global headquarters of the OceanTeacher Global Academy, a training centre network for ocean data and information management, secretariat of the Ocean Biodiversity Information System (OBIS) and global node of the Ocean Data and Information System (ODIS). Since June 2023 the Office also hosts the UN Decade Coordination Office for Data Sharing. The IODE network federates over 100 oceanographic data centres as well as marine libraries.  

Dr Quillon Harpham is a Technical Director in the Floods and Water Management Group at HR Wallingford. He has a PhD in Hydroinformatics, an MSc in Numerical Analysis, a BSc (Hons) in Mathematics and 30 years’ experience of water sector information systems and data. He led SeaZone, HR Wallingford’s marine data service and has designed, coded and implemented projects across all stages of the development cycle from inception through to post-implementation review, winning a variety of awards. Always seeking to provide innovative and sensible solutions, his specialisations include data and information management; systems analysis and design; model and data integration; workflow; marine data; usability and standardisation. He is an established speaker, having given keynote presentations on hydroinformatics at conferences around the world. He chaired the OpenMI Association between 2014 and 2020 and sits on the EMODnet Marine Knowledge Expert Group. 

Emma Reyes, Ph. D. in Marine Sciences, is the Head of SOCIB Research Area. She is a physical
oceanographer with over 16 years of experience in operational ocean observing and forecasting
systems.
Her research interests include coastal ocean dynamics at key circulation chokepoints, air-sea
interaction, remote sensing oceanography, oil spill transport and dispersion. She has published more
than 30 peer-reviewed scientific articles as well as several referenced reports, guidelines and
proceedings and presented her work in more than 50 communications in international scientific
meetings since 2012.
Since 2016, she has been involved in several projects (CMEMS-SE INCREASE, Jerico NEXT, CMEMSIn Situ TAC phase II, EuroSea, Jerico-S3) focused on HF radar data standardization & integration, the
harmonization of HF radar maintenance best-practices, advanced products development, and its
integration in downstream services (as PI of the CMEMS -User Uptake IBISAR project).
She is a member of the EuroGOOS HFR Task Team and of several national Steering Committees to
support the implementation of the agreement between SOCIB and: i) the Spanish Maritime Safety
and Rescue Agency, since 2017; ii) the Port System, since 2019; iii) the University of Cádiz, since
2021. She actively participates in student supervision and training and outreach activities (e.g.
leaflets, case studies, video tutorials, short videos, educational materials, 11#F activities)
